Customer Has the Right to Request a Receipt, If Not Provided, Let Them Defend Their Rights: Davit Ananyan
As the head of the State Revenue Committee, I cannot instruct my employees to go and see if there is a violation of the cash register rules or if commercial activities are being conducted without a cash register when the mandatory requirement exists, and you should not fine them; I will not give such instructions officially.
This was stated today by the Chairman of the State Revenue Committee, Davit Ananyan, during a press briefing following a regular cabinet meeting while addressing the issue of cash registers.
"This would be a violation of the law, and then an incorrect administrative action. However, we have the discretion when there is a priority definition," he said, adding that the SRC will impose sanctions for fines against businesses only in extreme cases.
"There are departments that earn accolades for their good performance, and there are departments whose work causes public dissatisfaction. Administrative actions towards businesses are currently being carried out with monitoring tools, and sanctions will be applied only in extreme cases; this is the last tool we will refrain from using at this moment," Ananyan said, noting that it does not mean that if violations are discovered, they will be restrained from acting.
Thus, he noted that if a business has just opened, the business operator can carry out activities until they acquire a cash register. "The SRC will refrain from immediately fining them but will visit the business operator and carry out administrative actions through monitoring. If they correctly declare the results of their activities, we will not impose a fine at that moment regarding the non-use of a cash register," he assured.
Regarding the consumer's right to request a cash register receipt, Davit Ananyan stated, "A customer has the right to request a cash register receipt; if not provided, let them try to defend their rights. What do you want me to say, are we stuck between two stones?"
