Russia Has Not Refused to Extradite Mihran Poghosyan, Vardan Toghanyan
"Extradition processes must comply with international standards and the domestic legislation of the state. Firstly, Russia has not refused the extradition; it is stated that they have requested additional documents and justifications from the Armenian prosecutor's office. There is no final decision on the extradition. This is a process that needs to occur. Regarding Mikael Harutyunyan, there has also been clarification on that. He is a Russian citizen, and according to the Constitution of the Russian Federation, a citizen of that country cannot be extradited to another country," stated Vardan Toghanyan, Armenia’s Ambassador Extraordinary and Plenipotentiary to Russia, during a press conference with reporters in the National Assembly, responding to the question of why Russia is not extraditing the former head of the Anti-Corruption Committee Mihran Poghosyan and several former officials against whom criminal cases have been initiated.
