Artak Beglaryan Discusses with Incarcerated Individuals
Today, the Ombudsman of the Republic of Artsakh, Artak Beglaryan, made an unannounced visit to the Penitentiary Institution and Investigation Isolation Facility of the Ministry of Internal Affairs of Artsakh.
This was reported by the Ombudsman’s office. During the visit, the Ombudsman familiarized himself with the situation regarding the rights of incarcerated individuals, including their conditions of detention, treatment, communication with the external world, health care, and food provisions, among other areas.
In addition to organizing closed meetings in the cells, the Ombudsman also had private conversations with a group of incarcerated individuals during his visit.
He paid special attention to improving mechanisms for preventing torture and other cruel, inhuman, or degrading treatment or punishment, engaging in discussions with both the incarcerated individuals and the leadership of the penitentiary administration.
Questions regarding the protection of their various rights were raised by the incarcerated individuals, and the Ombudsman will take the necessary legal measures within his jurisdiction to address these issues.
