Russia Will Not Extradite Mihran Poghosyan to Armenia: Prosecutor's Office

The Prosecutor's Office of the Russian Federation has rejected the Armenian Prosecutor's Office's request to extradite Mihran Poghosyan.

This information was shared by Arevik Khachatryan, the head of the Public Relations Department of the Prosecutor's Office, on her Facebook page.

We present the full statement below:

“According to the information received from the Prosecutor General's Office of the Russian Federation, it has not been considered possible to satisfy the request of the Prosecutor General's Office of Armenia regarding the extradition of Mihran Poghosyan for criminal prosecution, based on the provisions of Article 19 of the Convention on Legal Assistance and Legal Relations in Civil, Family, and Criminal Matters dated January 22, 1993. This article provides grounds for the complete or partial refusal of a request for legal assistance if such assistance could harm the sovereignty or security of the requested Contracting Party (in this case, the Party considering the extradition request) or contradict its legislation.

However, specific information regarding the grounds for the refusal of the request for extraditing Mihran Poghosyan to Armenia has not been provided.

In light of this, the Prosecutor General's Office of Armenia has urged the Prosecutor General's Office of Russia to provide clear information regarding the reasons for rejecting the extradition of M. Poghosyan.”
