Hayk Marutyan is Getting Rid of the 'Blacks'

According to the newspaper "Hraparak," the division between the "old and new" or, as the classics put it, the "blacks and whites" in Yerevan's municipality has reached its peak.

The reason is that certification among community employees has begun, conducted every three years as per the law. Furthermore, old employees who have reached retirement age (65 years) are not having their contracts extended, even though the law allows for a one-year extension.

Since the arrival of Mayor Hayk Marutyan, approximately 40 percent of the staff at the municipality has been renewed in less than a year, with new faces appearing in almost all departments. These new employees enjoy a different status—they are favored and appreciated, receiving very high bonuses and essentially feeling at home within the organization.

In contrast, the old employees have been placed on the "black" list simply for having worked during the previous administration, regardless of their actual performance, and every opportunity is being utilized to eliminate them.

Most importantly, while old employees are receiving bonuses at a rate of 80-90 percent, some of the new ones are even receiving bonuses of up to 200 percent. “If you look at the bonus list, you will immediately understand who the whites are and who the blacks are,” said our source.
