It is the people’s road; if they want, they will block it, if they want, they will open it. This was stated by political scientist Stepan Danielyan on his Facebook page.

He specifically noted:
“- It is the people's road; if they want, they will block it, if they want, they will open it. - It is the people's forest; if they want, they will cut it down, if they want, they won't cut it. - They are the people's police; if they want, they will hit with a stone, if they don’t, they won't. The state has a monopoly on organized use of force. During the use of force, there can be casualties, even as a result of an unsuccessful application of police batons. For this reason, even the most democratic countries work to protect the police in such cases, even if disproportionate force has been used, because otherwise, no police officer would comply with an order to use force.

This is not propaganda for police lawlessness, but rather a description of a problem that needs to be approached comprehensively.

It's symbolic that a police officer arrested for killing a protester during the events of March 1 is essentially being exonerated. Perhaps the psychological consequences for institutions that apply force have been explained.

Today, the People's Prime Minister said that if Kocharyan is a political prisoner, then he too has the right to bring tanks into the city. He is slightly mistaken; his orders will not be followed, because no one will want to be trialed after a change of power. Police officers will also not obey a command to shoot when the extreme necessity is felt, especially since the killing of a police officer is already becoming a reason to declare a national holiday.

When demagoguery and irresponsibility are raised to the level of state politics, the consequences also assume a state significance.”
