The Governor of Lori, Andrey Ghukasyan, has written on his Facebook page: "Dear residents of Lori, considering that more and more new plots of land owned by various individuals who held both high and low-ranking positions in the past are being revealed, the grounds for the allocation of which are not always clear and within the framework of legality, as the Governor of Lori, I have initiated a comprehensive study process regarding this issue.

This process, to be carried out with the relevant specialists and competent bodies, aims to uncover the illegal bases for land plots granted to prominent officials or their family members/relatives over time and present them to the public. In the case of Vanadzor, I believe this process should have started long ago by the Vanadzor mayor and city council, which has not been done. In this regard, I highly criticize their passive and complacent attitude, especially when there are public-interest plots among the alienated properties that have served the public for decades.

Guided by a clan mentality and personal or group interests, some former officials have attempted to privatize everything possible, including what is not subject to privatization. Among them are the areas located on both sides of the Mother and Child Park behind the Governor's office, which have been owned for over 10 years by the son of the former Vanadzor mayor, Samvel Darbinyan, Agasi Darbinyan, who currently holds the position of President of the Administrative Court, and Arsen Darbinyan's family, who has been the Deputy Governor of Lori for many years."
