How Arsen Torosyan's Friend DJ Vaktsina is Using State Budget

According to the "Zhoghovurd" newspaper, "In Armenia, officials who have used their personal connections and allocated state budget funds for the expansion of those connections or warming up of friendships have always been criticized. However, the "Zhoghovurd" newspaper recently uncovered a case that is not so common in the new Armenia. Specifically, the Ministry of Healthcare of the Republic of Armenia signed a contract with Arusik Mkrtchyan's company "In Progress Productions", founded by DJ Vaktsina, and transferred about 20 thousand US dollars to her.

It should be noted that DJ Vaktsina often praises Minister of Healthcare Arsen Torosyan. On the very day of the contract signing, she shared a post from a citizen expressing a desire for Torosyan to become the Prime Minister of Armenia. In this situation, the question arises: did the minister allocate public funds to the DJ for her promotion?

In response to the question, Arusik Mkrtchyan told the "Zhoghovurd" newspaper, "No, of course not. Absolutely... what are we talking about? My Facebook page is my personal domain, where I have the right to post any information, just like you do. If you have questions concerning the program, what will be filmed, what the funds are aimed for, write them down, and I will respond."

Thus, it can be noted that DJ Vaktsina, being a friend of the Minister of Healthcare Arsen Torosyan (at least, their joint photos indicate this), is benefiting from the state budget of the Republic of Armenia. How this phenomenon will be interpreted is left to the discretion of the readers.
