Businessman Files Complaint Against Levon Sargsyan with Special Investigative Service

According to 'Factinfo', businessman Vladislav Mangasaryan has filed a complaint regarding a crime with the Special Investigative Service (SIS), which involves Levon Sargsyan, the brother of former President Serzh Sargsyan. This information was confirmed in a conversation with SIS spokesperson Marina Ohanyan, who noted that a criminal case has been initiated based on Mangasaryan's complaint.

Ohanyan stated, “The criminal case has been joined with the ongoing case regarding Levon Sargsyan.” She also mentioned that Vladislav Mangasaryan has been recognized as a victim in this criminal case. It is important to note that the case is currently in the preliminary investigation phase.

As previously reported, Vladislav Mangasaryan is accused of embezzling a particularly large amount of money from 'Arin Capital' company. The company is owned by American-Armenian businessman Edmond Khudyan, who had invested in the construction sector in Armenia years ago. Specifically, he had started constructing a multifunctional building on a plot located at 33A Mashtots Ave, Yerevan (currently 33/1 Mashtots). However, Armenian partners were found to be unscrupulous, misappropriating funds generated from the sale of office spaces, apartments, and garages from the building.

Years ago, it was alleged that Levon Sargsyan, the brother of the third president, was also connected to the apparent abuses and that Vladislav Mangasaryan enjoyed his patronage. Following the investigation, the preliminary inquiry body found sufficient grounds to conclude that embezzlement had occurred. However, charges were only brought against Mangasaryan for embezzling over 2 billion drams from multiple citizens and a company during the period from 2005 to 2011 under Article 178, Part 3, Point 1 of the RA Criminal Code, comprising 31 episodes.

The criminal case against him has been with the court for three years, but the trial has not yet concluded. After the change of power in Armenia, Vladislav Mangasaryan has now filed a complaint himself regarding the crime. The fact that a criminal case has been initiated based on his complaint and merged with the criminal case regarding Levon Sargsyan indicates that it also pertains to the alleged embezzlements by Sargsyan.

Moreover, in this case, Mangasaryan has been recognized as a victim. It should be noted that the brother of the third president is currently wanted. Earlier, the SIS officially announced that a decision was made on July 6, 2018, to involve Levon Sargsyan and his daughter Ani Sargsyan as defendants under the RA Criminal Code Articles 310.1, Part 1 and 314.3, Part 2. Charges were also brought against Levon Sargsyan's son, Narek Sargsyan, under Article 310.1, Part 1 of the RA Criminal Code.
