Aravot newspaper writes: “Such statements have no significance; it is still a question whether they will be accepted or not,” said David Babayan, spokesman for the President of Artsakh Bako Sahakyan, in response to a question from Aravot regarding the potential impact of a resolution discussed at the OSCE that contains problematic formulations related to the Nagorno-Karabakh conflict.

Recall that from July 4-8, the 28th annual summer session of the OSCE Parliamentary Assembly took place in Luxembourg. During this session, the report titled “Ensuring Security through Sustainable Development: The Role of Parliaments,” authored by Alan Pareli, was discussed in the Political and Security Committee. This report contains problematic provisions.

In particular, point 10 of the resolution states: “We express concern over the lack of sustainable development for establishing constructive dialogue among the conflicting parties in the OSCE area, especially in Georgia’s Abkhazia, Tskhinvali, South Ossetia regions, Donetsk, Luhansk, the Autonomous Republic of Crimea, Anastasopol, as well as in Nagorno-Karabakh and in Azerbaijan's seven regions.”

In point 19, a call is made to respect Azerbaijan’s territorial integrity on the same platform as Georgia, Ukraine, and Moldova. Concerns were raised about these problematic formulations by both members of the Armenian delegation to the OSCE PA and other delegations in the OSCE.

In particular, delegates from other countries expressed concern that all these conflicts cannot be presented in one paragraph, as they need a separate and specific approach.

When asked if the authorities of Artsakh would issue a statement, David Babayan replied: “Such resolutions can only have one effect, the rating of that structure will drop sharply. There is no other way. It is not the first time that such resolutions are discussed in this structure. This is not a resolution, but a document bought by Azerbaijan, which they present, and they sign. Such resolutions should not be taken seriously; rather, it should be understood that this is purely a political issue aimed only at Azerbaijan’s ambitions and money. This is a work that Azerbaijan finances. Such resolutions are born in Baku and are simply disseminated by certain people.”
