188 Officials Did Not Submit Declarations, 6 Cases in Prosecutor’s Office: Fact

The newspaper "Fact" reports that, considering that the deadline for the submission of annual declarations by officials for 2018 was set for May 31, 2019, the newspaper submitted several inquiries to the Commission on Ethics for High-Ranking Officials regarding how many officials did not comply with the legal requirement. They also requested data on how many officials had not submitted declarations regarding the assumption and cessation of official duties from January 1, 2019, to June 4, 2019, how many were warned, and how many were fined.

Furthermore, they inquired whether there were officials during the same period who had failed to submit declarations and whose cases were sent to the Prosecutor General's Office of the Republic of Armenia. In response, the Ethics Commission provided data reflecting the status of the submission of annual declarations for 2018.

“As of May 31, 2019, 188 officials out of 3,238 who were obligated to submit declarations had not submitted their annual declarations,” the commission reported.

Addressing the second part of the inquiries, they added, “Starting from January 1, 2019, 9 administrative violation cases were initiated regarding the failure to submit declarations concerning the assets, income, and related persons of officials on the day they assumed their official duties, as stipulated by the Law on Public Service of the Republic of Armenia. As a result, 4 cases were dismissed, while an administrative sanction of 'warning' was applied in 5 cases.”

Regarding the failure to submit declarations about the cessation of official duties within the legally established time frame since January 1, 2019, the commission noted that 24 administrative violation cases were initiated in this regard. “As a result, 6 cases were dismissed, while an administrative sanction of warning was applied in 18 cases.”

The commission also announced that 6 cases regarding the intentional non-submission of declarations for the years 2018 and 2019 were sent to the Prosecutor General’s Office of the Republic of Armenia.
