Video: The Leisure Complex Under Construction in Kotayk by the Head of the Investigation Committee and His Friend

In Tsaghkadzor, if you ask the locals what is being built at the beginning of the road leading to the city, they will tell you it's "the hotel of the head of the investigation office." Major construction work is underway at 92 Pahlavuniats Street in Tsaghkadzor, Kotayk Province, where a leisure and entertainment complex is being built, Hetq.am reports.

The developer and owner of the plot is Asatur Gyulyakubyants, who recently acquired the land in March 2019. The previous owner was Nelly Galstyan, a resident of Hrazdan. Searching for the names of both individuals in open sources yields little information. However, the buyer and seller are not random people. The seller, Nelly Galstyan, is the wife of Vahan Danielyan, the former police chief of Hrazdan. The buyer, Asatur Gyulyakubyants, resides in Germany, is also known by the name Mike, and his friend is Mher Vardanyan, the head of the Kotayk provincial investigative committee of Armenia.

The connection between Vardanyan and Gyulyakubyants is confirmed when it becomes apparent that the head of the investigative committee personally visits the construction site to oversee the work. The following photograph was taken at the beginning of May 2019. The image shows a Hyundai service vehicle with state registration number "020 QC 01" serving the head of the Kotayk provincial investigative division. This was confirmed in response to our inquiry from the Investigative Committee. The vehicle is parked at the curb opposite 92 Pahlavuniats Street, outside working hours.

Mher Vardanyan stated in an interview with Hetq that Asatur Gyulyakubyants is an American citizen of Armenian descent, with whom he became acquainted five years ago and began a friendship. Their mutual friend is the boxer Arthur Abraham. According to Mher Vardanyan, Asatur Gyulyakubyants visited Armenia after 35 years and expressed a desire to invest in the tourism sector.

“I had a pure suggestion – I advised that this investment be made in an intermediate location between Hrazdan and Tsaghkadzor because the nature there is beautiful, and there are more attractions,” Mher Vardanyan said, noting that he was introduced to Asatur Gyulyakubyants by Arthur Abraham, with whom they are childhood friends. Responding to the claim that citizens in Tsaghkadzor say the head of the investigation committee is building a hotel, Mher Vardanyan replied, “I deny that. Simply, my friend made an investment here; he himself is not here and does not live in Armenia; he is in Germany with his family. Construction has started two to three months ago, and during this time, I have found time to visit the site after working hours or during breaks three to four times out of interest to see how the work is progressing; I am not involved in any way.”
