Door and Window Manufacturer Wins Pesticide Tender

The controversy surrounding the procurement process for rodenticide by the Ministry of Agriculture of Armenia continues to escalate. ArmLur.am reported that the Ministry typically drafts the technical specifications for pesticide purchases in a way that aligns only with the products supplied by the "Miracle Garden" company. There are solid suspicions that the Ministry deliberately tailors the competitive technical specifications to ensure that no other companies can be recognized as winners. However, representatives from "Miracle Garden" claim the opposite, stating that the agency is attempting to "exclude them from the competition."

In an interview with ArmLur.am, Mikael Avetisyan, the legal representative of "Miracle Garden," stated that their company has never been in a preferential position, especially in government procurement processes.

On November 19 of last year, the Ministry of Agriculture signed a contract with "Miracle Garden" for the acquisition of a type of pesticide referred to as 'rodenticide'. This product is intended for rodent control and is recognized as a rodenticide. Notably, the tender for acquiring rodenticides attracted bids from "Miracle Garden" alongside "Agast" and "G.T. Sin". The latter two offered 32,687,000 AMD, while "Miracle Garden" bid 25,680,000 AMD.

Additionally, it should be noted that the Ministry has announced another tender this year with the same requirements, which "Miracle Garden" participated in but was not declared the winner. Arthur Ivanian, the director of the company, told ArmLur.am that instead of being facilitated, their company has faced obstacles in all the tenders they participated in.

Furthermore, it is important to add that in the newly modified technical specification tender, three companies submitted bids, including "Miracle Garden." However, the lowest bidder, "AES Trade," was recognized as the winner. Interestingly, "AES Trade" specializes in the production of doors and windows, yet they successfully secured victory in the pesticide procurement tender.
