Individual Convicted of Embezzlement Receives Position in State Organization
The newspaper "Pats" reports that a remarkable appointment has taken place at the "High Voltage Electric Networks" CJSC. Arsen Gabrielyan has been appointed as the director of the organization's Western branch in Gyumri.
This name might not mean much to many, but it turns out that he was quite "well-known" about three years ago. On February 29, 2016, he was arrested on suspicion of committing embezzlement of particularly large amounts, while the case was under the investigation of the Investigative Committee of Armenia.
The crux of the matter is that the volume of electricity actually supplied from a hydroelectric power station owned by Gabrielyan was reported to the "Armenian Electric Networks" CJSC as being far greater for three years. Consequently, according to the Investigative Committee's announcement, 95 million dram was embezzled.
Later, the case was closed since the damage was fully compensated to the hydroelectric power station. During that period, Gabrielyan held the position of deputy director of sales at "Armenian Electric Networks" CJSC and was ostensibly responsible for overseeing the procurement and sale of electricity from production stations.
It is noteworthy that during those years, the same "Armenian Electric Networks" was talking about the impossibility of reducing losses by 14%, while today losses amount to only 9%. In fact, in the "new Armenia," an individual is appointed to a state position who, using his official position in the past, engaged in embezzlement of particularly large amounts.
Meanwhile, the State Control Service and law enforcement agencies constantly talk about fighting corruption and other detrimental phenomena, including at the "High Voltage Electric Networks."
