It Was So Shocking That At First I Couldn’t Believe It Could Be Real: Arpine Hovhannisyan Comments on the Letters Addressed to the Prime Minister Regarding the Optimization of Public Servants

Former Deputy Speaker of the National Assembly Arpine Hovhannisyan has published a letter addressed to Prime Minister Nikol Pashinyan from Deputy Prime Minister Mher Grigoryan and Minister of Finance Atom Janjughazyan, presenting the current status of the optimization of public servants.

“According to the Deputy Prime Minister and the Minister of Finance, 10,000 citizens of Armenia will be harmed, while the Armenian state will benefit.

The source reads literally as follows:

Dear citizens,

I am publishing the letter from Deputy Prime Minister Mher Grigoryan and Minister of Finance Atom Janjughazyan to Prime Minister Nikol Pashinyan, which outlines the current situation regarding the optimization of public servants. It was so shocking that at first, I couldn’t believe this could be a reality. As they say, reading the letter in full at least once is correct. I believe these two quotes express the essence of the Government that ‘serves proud citizens selflessly.’

‘… Even if about 10,000 PUBLIC SERVANTS WHO DO NOT CREATE ADDITIONAL RESULTS become unemployed (WILL SUFFER), THEN THE BENEFIT WILL BE TO THE ARMENIAN STATE and the entire society – around 3 million Armenian citizens.

These quotes raise at least the following questions:

• Is it the position of Nikol Pashinyan and the entire Government or just some of its members that 10,000 public servants who do not create additional results are wasting or have wasted the much-suffered state treasury?
• What additional results have been created, for instance, by those 88 deputies who ended up there thanks to these citizens as well?
• Is the only or main obstacle on the path to the flourishing of the Armenian state, economic revolution, and rapid economic growth these 10,000 citizens?
• Does the Government, whose current members previously insisted that elections in Armenia are falsified because there are no people in the country, admit that there are three million people in Armenia? Or do they claim that the miraculous 10 months after the revolution have invisibly brought hundreds of thousands of people to Armenia?
• Since when did the proud citizen of the Republic of Armenia become someone who does not create additional results, what is the delicate boundary that separates those who do not create additional results from the proud citizen?
• Are the Deputy Prime Minister and the Minister of Finance going to apologize for this formulation, or will Nikol Pashinyan do it on behalf of himself and others?
• And most importantly, does it mean that the instruction-call to act without being constrained by ‘existing legal regulations’ will become widespread, or should we continue to be satisfied only with the non-related formulations from the head of the Anti-Corruption Committee regarding March 1 and other cases; manifestations of violation of the presumption of innocence by the National Security Service, and with the intense and super-legal oversight conducted by Davit Sanasaryan?

In reality, one thing is clear. These months have proven that only certain newly appointed officials nestled in the Government and the National Assembly are a danger to the Armenian state, due to which we will suffer greatly (we still don’t know why the newcomers love to distort the Armenian language so much).

• It is interesting to see what Prime Minister Pashinyan’s public response to this document will be, although I know what his official response has been.

P.S. Were the citizens you wanted to declare a citizen's day included in these 10,000 citizens or not?

P.S. Have you calculated how many people stand behind these individuals, or are they also not creating additional results?
