No One Should Attribute Harmful Acts to Public Oversight Authority, Says Sanasaryan

As promised, we will thoroughly address the issue of hemodialysis. This was stated by David Sanasaryan, head of the Public Oversight Authority, on his Facebook page, adding:

“No one should try to attribute harmful acts to public health to the Public Oversight Authority (POA). We will not allow this...”

“In general, behind the curtains of topics related to soldiers, enemies, patients, national issues, and similar themes, many corrupt actions are taking place. All curtains will be opened one by one.”

“Regardless of everything, I love you all.”

In connection with the subject, the Public Oversight Authority also issued an official statement, which we fully present below.

“Referring to the statement of the director of the Vanadzor Medical Center, which claims that the process of purchasing hemodialysis supplies and servicing patients has been jeopardized due to interference from the POA or other individuals, we inform you that as of 01.03.2019, the Vanadzor Medical Center announced three urgent procurement procedures by a single supplier for the purchase of hemodialysis supplies for 2019 on 16.01.2019, 30.01.2019, and 21.02.2019.

Previously, on 14.01.2019, the Vanadzor Medical Center published electronic auctions under the codes VBK-EEAP-19/5 and VBK-EEAP-19/6. Following continuous monitoring by the RA Public Oversight Authority, on 16.01.2019, a letter was submitted to the Lori Marz administration suggesting typical characteristics, which the Vanadzor Medical Center did not agree to. As a result, without significant changes, the same specifications were re-announced for procurement under the procedure for a ‘single supplier’ under the code VBK-HMA-APZB-19/3, and on 21.01.2019, the entire batch was already acquired as per invitation.

On 30.01.2019, again based on urgency, the procurement procedure with code VBK-HMA-APZB-19/7 was published, and the specified supplies were provided. On 21.02.2019, the Vanadzor Medical Center again announced a procedure based on urgency under the code VBK-HMA-APZB-19/12, with the goods expected to be supplied in February 2019.

It is important to note that in accordance with the deadlines established by the RA legislation on public procurement, the supply of hemodialysis supplies could not be scheduled before February 20 in the framework of the electronic auction announced on 14.01.2019.

Thus, the actions of the RA Public Oversight Authority have in no way affected the normal course of the procurement of hemodialysis supplies and the servicing of patients at the Vanadzor Medical Center.”
