A Multi-Apartment District to be Built in Askeran

The State Minister of the Republic of Artsakh, Grigori Martirosyan, paid a working visit to the city of Askeran on February 15. At the beginning of the visit, the State Minister participated in a reporting meeting of the Askeran municipal community.

The main presenter, Mayor Samvel Aghajanyan, provided key socio-economic and demographic indicators related to Askeran, along with issues that are still awaiting resolution. For instance, it was reported that in 2018, there were 45 births recorded in Askeran, and the community budget's set income was fully ensured, with growth noted in horticulture, particularly in pomegranate cultivation. Aghajanyan noted that compared to the previous year, the volume of pomegranate harvest increased by approximately 60%, reaching 170 tons.

The community leader assured that the expansion of works in this direction would continue. Among the issues facing the community, he highlighted the renovation of the hospital building of the “Askeran Regional Health Center” LLC, the capital renovation or construction of a cultural house, waste disposal, sewage, and street lighting.

Expressing gratitude to the community leader for presenting the report, G. Martirosyan informed those present that this year, financial resources for the “Khachen-Shin” LLC, which operates under the jurisdiction of the administration for the improvement of regional roads, provision of construction materials, and maintenance and operation of water systems, have been increased to carry out a larger volume of the defined works.

Referring to the mentioned issues that need to be resolved by the government, G. Martirosyan stated that all would be included in the list of mid-term and long-term actions based on priority. After the speech, the State Minister answered the questions raised by the attendees. Subsequently, G. Martirosyan visited the Askeran football stadium to familiarize himself with the ongoing construction work for new seating, dressing rooms, and other necessary infrastructure (note: the Askeran stadium will also host the matches of the European Championship for Unrecognized States Football Confederation (ConIFA) taking place in Artsakh from June 1-9).

After visiting the stadium, the State Minister went to an area within the administrative boundaries of Askeran city, where a new multi-apartment district is set to begin construction this year, consisting of 3 buildings and designed for a total of 45 residents. The constructed apartments will be sold through the state’s assumed social obligations, free of charge to beneficiaries, as well as with a minimum 1% mortgage loan.

G. Martirosyan emphasized the importance of ensuring that the policy for expanding the housing stock progresses proportionately and based on principles of public equity as part of the regional balanced development concept. At the end of the visit to Askeran, the State Minister visited a new fire station, got acquainted with the progress of the finishing construction works, and gave appropriate instructions. The working visit was also attended by the head of the Askeran region administration, Hakob Ghahramanyan, and the Minister of Urban Development, Karen Shakhramanyan.
