The Government Retains the Super-Premier System of the Previous Regime: Edmond Marukyan

The leader of the Bright Armenia party, Edmond Marukyan, believes that the government is essentially maintaining the super-premier system of the previous regime. He stated this on his Facebook page.

“A few hours ago, a preliminary version of the proposed amendments to the law on the structure and activities of the Government of Armenia was published online. An examination of the draft reveals that the executive branch plans to change primarily the composition and structure of ministries, as well as certain inspections.”

“Law enforcement agencies (the police and the National Security Service) remain under the authority of the Prime Minister, just as they did under the previous regime.”

“Moreover, the State Revenue Committee, which unifies tax and customs bodies, remains under the jurisdiction of the government.”

This means that these bodies do not fall under parliamentary oversight and are not accountable to the legislative authority.

It should be noted that provisions for bringing these bodies under parliamentary oversight were present in the proposals of the Yelk bloc.

Thus, the government is essentially maintaining the super-premier system of the previous regime, and if the draft is presented to the National Assembly in this form, the Bright Armenia faction intends to present its proposals, and if they are not accepted, they will vote against the draft.

We will address the issues regarding the government's structure and the reduction of the number and functions of ministries and possible consequences separately, at a later time.
