Garbage Fees to Be Collected by Administrative District Heads
The Yerevan City Council decided during today's session to delegate the responsibility of collecting garbage fees to the heads of the administrative districts. Zaven Arakelyan, head of the legal department of the municipality, stated during the session that the functions of registering fee payers, calculating the amounts, and collecting the fees would be fully entrusted to the heads of the administrative districts, who must carry out this responsibility through their staff.
Currently, garbage fees are collected by community associations and an operator selected through a competition.
According to Arakelyan, this decision is expected to increase the efficiency of fee collection. He reminded that the City Council had already delegated the collection functions of land, property tax, and development fees to the administrative districts, and garbage collection fees should be collected based on the same principle. At this moment, according to Arakelyan, the staff of the administrative district heads have the capacity to organize the work while eliminating corruption risks.
