Recall that during a reception for diplomatic corps representatives in Baku, Azerbaijani Foreign Minister Elmar Mammadyarov announced that he had reached an understanding with his Armenian counterpart Zohrab Mnatsakanyan regarding the Nagorno-Karabakh issue.
