Criminal Case Initiated Against Vladimir Gasparyan

A criminal case has been initiated against former Chief of Police of Armenia, Vladimir Gasparyan, based on new evidence that emerged during the preliminary investigation of a report submitted by Arthur Harutyunyan, the former owner of "King Deluxe" company, against Gagik Tsarukyan, who operated the Abovyan - Yerevan - Abovyan route.

Aurora News has learned from the Investigative Committee that the investigation has obtained information indicating that before the 2012 parliamentary elections, in January-February, former Chief of Police Gasparyan promised to intervene and assist the owner of "King Deluxe" in resolving issues related to paid passenger transportation, provided he supported the Republican Party of Armenia in the elections.

For this purpose, he also introduced Arthur Harutyunyan to the law enforcement officials serving the Abovyan region and the head of the Republican Party’s territorial body for collaborative efforts. Additionally, he instructed his subordinates not to obstruct his business activities, including in cases of violations of traffic regulations. Simultaneously, he ordered police officers to create obstacles for the free buses of Tsarukyan’s charitable foundation.

Considering that the facts established in the criminal case exhibit characteristics of abuse of official position and duties, a new criminal case has been opened in the Main Investigative Department of Particularly Important Cases of the Investigative Committee under Article 308, Part 2 of the Criminal Code of Armenia.
