Important Changes in the Housing Program for Artsakh Residents: What You Need to Know

From July 1, a new long-term rental housing provision program will operate in Armenia. The program will include families of displaced persons from Artsakh with one to three members, consisting solely of individuals with indefinite 1st or 2nd group disabilities or deep or severe functional limitations, those aged 60 and older, or families where the total age of two members is 115 years or more, and for three members, the total age is 175 years or more.

Citizens included in these groups will receive 40,000 drams monthly for at least 10 years, aimed at partial reimbursement of rental fees.

Displaced persons from Artsakh will be granted 4 million drams to purchase housing in communities near Yerevan. This means that if a family consists of 5 members, the total support amounts to 20 million drams. Previously, the amount provided was 3 million drams instead of 4 million.

Families that have already acquired housing under the conditions of 3 million drams for one individual will also receive an additional 1 million drams, which they can use for purchasing equipment or for mortgage payments.

As of April 2022, a total of 3,948 families displaced from separate regions of Artsakh have received certificates through the state support program for ensuring housing affordability, of which 3,717 have already purchased or constructed a home. The deadline for utilizing the certificates provided under the program has been extended until December 30, 2026.

Since May 2024, the state support program for housing provision for families violently displaced from Artsakh has been in effect. As of March 30, 2026, 12,265 families have applied for the program. Certificates have been issued to 6,193 beneficiaries, of which 2,857 have already purchased or started construction of their homes. Others hold certificates and will soon have their homes.
