Prosecution Requests Termination of Manvel Grigoryan's Wife's Lease Agreement
The State Interests Protection Department of the Office of the Prosecutor General has sent letters to the director of the "Sevan" National Park SNCO and the Secretary General of the Ministry of Environment regarding the termination of lease agreements between the SNCO and Nazik Amiryan, dated December 26, 2007, as well as between the SNCO and Varsham Garibyan, dated August 2, 2005, and January 19, 2006, concerning the lease of land plots adjacent to Lake Sevan.
The State Interests Protection Department, within the authority to initiate lawsuits for the protection of state (community) interests, examined the lease agreements and related documents signed between the SNCO and Nazik Amiryan, as well as between the SNCO and Varsham Garibyan. The examination revealed that all three signed agreements were for a term of three years; however, the agreements continue to operate for an indefinite period.
The examination also determined that the lease agreements included provisions for adjusting the rental fees in the event of an increase in the cadastral value of the land, provided that lessees were notified in advance of the new cadastral values. However, on January 1, 2021, under the conditions for changing rental fees based on the increase in the cadastral value of the plots, notifications regarding the changes in rental fees were sent to lessees with a three-year delay.
Additionally, the examination found no information indicating that announcements regarding the lease competitions for the plots were published through any mass media.
In connection with the reported violations, reports of crimes have been submitted to the Investigative Committee.
