The Attorney General on the Deaths of Military Personnel

During the report on the activities of the Armenian Prosecutor's Office for 2025, Attorney General Anna Vardapetyan stated that no cases of murder have been recorded in the Armed Forces of Armenia in 2025.

According to the Prosecutor, a total of 2,248 incidents were recorded in the military and other troops of the Republic of Armenia during 2025 (compared to 2,093 incidents in 2024). Of these incidents, 1,027, or 45.7%, were accidents (up from 762 in 2024), while 1,221, or 54.3%, were crimes (down from 1,331 in 2024), including 687 or 56.3% military crimes (down from 715), and 534 or 43.7% other crimes (down from 616).

“Compared to 2024, accidents have increased by 265 or 34.8%, while crimes have decreased by 110 or 8.3%. Moreover, the number of general crimes has decreased by 82 or 13.3%, and military crime cases have decreased by 28 or 3.9%,” added the Attorney General.

In 2025, there were nine deaths related to military service, which included six conscripts, two conscripts from the National Security Service's border troops, and one reservist. This is a significant reduction compared to 27 deaths in 2024. The incidents contributing to these deaths included four cases of reckless homicide, one case of military negligence, one case resulting in death due to a failure by a medical professional to fulfill their duty or conduct it improperly, one case of lightning strike, and two instances of disease.

In total, the deaths of military personnel related to service decreased by 18 or 66.7% (27 in 2024),” stated the Attorney General.

In terms of financial damage caused to the state through criminal proceedings, the amount reached 411,728,063 AMD in 2025 (compared to 1,479,117,389 AMD in 2024), of which 108,712,388 AMD was recovered during pre-trial proceedings (51,935,493 AMD in 2024).

The military prosecutor's office conducted 280 inspections in 2025, during which a total damage of 1 billion 432 million 493 thousand AMD was identified (compared to 5 billion 677 million 550 thousand AMD in 2024). In 2025, damages of 938 million 80 thousand AMD were recovered, of which 924 million 294 thousand AMD was recovered by the state interests protection unit through extrajudicial means.

As a result of inspections carried out in 2024, damages of 92 million 213 thousand AMD were recovered in 2025. During 2025, military prosecutors filed 24 claims in the area of state interests protection (19 claims in 2024). The total amount claimed in these 24 cases amounts to 4 billion 564 million 117 thousand AMD. Five claims have been fully satisfied, while the investigations into the other 19 are still ongoing. The total amount of the five fully satisfied property claims is 11 million 466 thousand AMD,” Vardapetyan emphasized.
