Defense Ministry to Address Housing Issues for Thousands of Beneficiaries

A four-phase program is proposed to finally resolve housing issues for approximately 2,850 beneficiaries who have served under the Ministry of Defense or are citizens who are relevant stakeholders, with many of their problems dating back to the early 2000s. The program aims to provide a long-awaited effective housing solution for citizens who have been waiting for decades.

This was stated by the Minister of Defense, Suren Papikyan, during the government meeting on April 30, where he presented the relevant draft decision.

“The program is expected to be implemented through a financial support mechanism known as a mortgage loan instrument. This means that 90% of the funding will be allocated through banks by the government, while 10% will come from the annual funding of the Ministry of Defense. It will entail a plan to allocate housing to 735 beneficiaries in 2027, 812 in 2028, 719 in 2029, and 584 in the fourth phase in 2030,” the minister clarified.

The program's beneficiaries include contract soldiers and civil servants registered for improved housing conditions within the Ministry of Defense, former servicemen discharged on specific legal grounds, former servicemen with disabilities due to service-related causes, and family members of fallen or deceased servicemen. “Among these individuals are even those who have been beneficiaries since the 1990s,” the minister stated.
