Armenian and Azerbaijani Delegations Sign Relevant Memorandum
On April 29, 2026, in the Republic of Armenia, in Aghveran, a meeting was held under the co-chairmanship of Armenian Deputy Prime Minister Mher Grigoryan and Azerbaijani Deputy Prime Minister Shahin Mustafayev. This was the 13th meeting of the commission on the delimitation of state borders and border security issues between the Republic of Armenia and the Republic of Azerbaijan.
It was noted with satisfaction that this 13th meeting of the commissions is again taking place in the territory of one of the parties, namely in the Republic of Armenia, in Aghveran.
During the meeting, the parties exchanged detailed views on organizational and technical issues related to delimitation activities. They agreed upon and exchanged drafts of guidelines regarding the implementation of delimitation works: 'Guidelines on the procedure for the work of expert groups during the delimitation of the state border between the Republic of Armenia and the Republic of Azerbaijan', 'Guidelines on the procedure for the creation of the delimitation map between the Republic of Armenia and the Republic of Azerbaijan', and 'Guidelines on the procedure for the documentation and publication of delimitation papers between the Republic of Armenia and the Republic of Azerbaijan.'
The parties have agreed to appeal to their governments for the appropriate approval of these guidelines. Deputy Prime Minister Mher Grigoryan of the Republic of Armenia and Deputy Prime Minister Shahin Mustafayev of the Republic of Azerbaijan also exchanged thoughts on matters of mutual interest.
It was noted that the transit of cargo to the Republic of Armenia through the territory of the Republic of Azerbaijan is successfully carried out and continues at present. It was also noted with satisfaction that Azerbaijan is supplying petroleum products to Armenia, which indicates the formation of trade and economic ties between the two countries.
A discussion was held with the participation of representatives of the business circles of both sides regarding the development of trade and economic cooperation, mutual supply of goods and services, as well as issues related to transit transfers. It was specifically emphasized that the results achieved were made possible thanks to the political will of Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev.
As a result of the meeting, a relevant memorandum was signed. The parties agreed to coordinate the date of the next meeting in the Republic of Azerbaijan in a working order.
