Nikol Pashinyan Issues a Statement
Prime Minister Nikol Pashinyan has presented the pre-election program of the Civil Contract party: 'The greatest mission undertaken by the Government in front of the people following the results of the snap elections in 2021 is to open an era of peaceful development for Armenia and the region.'
The Government's program for 2021–2026 was adopted on August 24, 2021, in the National Assembly.
Dear citizens of the Republic of Armenia, I address you as the Prime Minister of the Republic of Armenia, as the head of the Civil Contract party, and as the candidate for Prime Minister, Nikol Pashinyan.
With your support, the Civil Contract party has accomplished the greatest mission undertaken before you. A peace has been established between Armenia and Azerbaijan, thus opening an era of peaceful development for Armenia.
In the elections scheduled for June 7, we have a task to solve together: we must stand guard over the Peace, which is new, fragile, and in need of our daily care.
On June 7, go to the polling station and stand for Peace by voting for the Civil Contract party.
The ideological foundation of the Civil Contract party's pre-election program is the ideology of Real Armenia and the doctrine of Armenia's economic and institutional transformation.
The key objectives for 2026–2031 include:

- Education as a strategy of strategies
- Balanced foreign policy
- External security
- Food security
- Energy security
- Internal security
- Effective fight against criminal subculture
- Cybersecurity, artificial intelligence, digitization, technologies

- Economic integration of culture and sports
- Healthy lifestyle
- Social solidarity
- Environmental care
- Water as a convincing symbol of joy and happiness
- Agriculture
- The villages of Armenia
- Protection of wild and domestic animals
- The minimum goal of reforms in the public administration sector is that state and community bodies do not hinder the creative and legitimate activities of individuals and organizations, and do not create unnecessary difficulties for them.
- Science should develop not only in fundamental directions but also create applied tools to make the public and state life, economy, and education more effective through technological utilization for the sake of public welfare and development. Science should be a constant companion and impetus for development. During 2026-2031, funding for science will increase to reach 1% of GDP.
- Economic development is a state interest. The state interest of the Republic of Armenia is economic development because it is only through economic development that the financial resources are formed to build schools, kindergartens, roads, fortified areas, pay pensions, and other social benefits, to ensure necessary expenditures for healthcare, maintain public order, fund science, diplomatic service, army, and all spheres of public life.
