Galian on Amendments Made to the Constitution Text
Currently, the presented text of the Constitution does not include a Preamble at all, while the reference to the Declaration of Independence is found within the Preamble. Justice Minister Surbhi Galian made this statement during a parliamentary briefing in response to a question about the removal of the Declaration from the new text of the Constitution.
“Let it not create the impression that we are avoiding presenting what is currently summarized within the Preamble. I always emphasize one thing. The text of the Constitution, including the draft text, will be public, and the Preamble will also be public, so the public will be able to see what is written there and will decide... Discussions are still ongoing in the department and faction. The Constitution is not a simple bill; it is the legal foundation of our state, and we certainly cannot summarize our thoughts in one discussion,” she added.
The minister also informed that the deadlines for the publication of the new text of the Constitution are still unknown and will be clarified, but there is still time since there is no date set for the referendum. “A referendum has not been scheduled; we are not late on anything at this moment. Our greatest desire is to give the public enough time to familiarize themselves with the text and sufficient time, knowing the text, to make the right choice,” she said.
