Hrayr Tovmasyan Found Guilty; Powers Terminated
Hrayr Tovmasyan is no longer a judge of the Constitutional Court. His powers have been terminated based on a guilty verdict against him.
The first instance general jurisdiction court found Tovmasyan guilty on September 20, 2024, for abusing his official powers during his tenure as Minister of Justice, and he was exempted from criminal liability due to the expiration of statute limitations.
The prosecutor filed an appeal against the verdict, while the defense requested recognition of Tovmasyan's innocence. The Appeal Anti-Corruption Court rejected the appeals and upheld the verdict. In response to this decision, the Prosecutor General, the defendant, and his defense submitted cassation appeals.
Today, the Prosecutor's Office announced that the Anti-Corruption Chamber of the Cassation Court rejected the submitted appeals on February 12, meaning that the guilty verdict against Hrayr Tovmasyan has entered into legal force. The right to propose a candidate for the Constitutional Court now lies with the President of the Republic.
According to the External Relations Division of the Constitutional Court, on February 13, the President of the Constitutional Court informed the President of the Republic about the vacancy of a Constitutional Court judge. The President must propose a candidate to the Parliament within one month.
