Anti-Corruption Court's Ruling Becomes Effective: $1.6 Million Equivalent to be Recovered for Armenia

The Prosecutor General's Office has announced that the recent lawsuit filed by the Public Interests Protection Department was partially satisfied by the Anti-Corruption Court ruling dated February 26, 2025. Based on this ruling, an amount equivalent to $1.6 million, or 629 million 610 thousand drams, will be recovered from A.H., G.M., and B.A. in favor of the Republic of Armenia as compensation for damages caused to the state.

On March 28, 2025, the defendants filed an appeal against the ruling, which was dismissed by the Court of Appeals for Anti-Corruption. The defendants subsequently filed a cassation appeal against the Court of Appeals' decision, which was also rejected by the Supreme Court's ruling on February 11, 2026. Thus, the ruling of the Anti-Corruption Court from February 26, 2025, has entered into legal force.

It is important to recall that during the criminal case No. ECD/0050/01/16, being examined by the Court of General Jurisdiction of Yerevan, evidence revealed that under the instructions of G.M., the former deputy head of the operational-investigative department of the State Revenue Committee, A.H., head of the sixth division of the operational-investigative department, along with officers P.H. and B.A., conducted inspections of a limited liability company inappropriately.

As a result, a verification act dated November 22, 2007, concluded the company had an additional tax liability of only 3 million 605 thousand drams, whereas the recorded additional obligation should have been 299 million 342 thousand drams. Under A.H.'s instructions, the same officers P.H. and B.A. again improperly conducted an inspection of the same limited liability company in 2008. Consequently, a verification act dated December 30, 2008, concluded the company had an additional tax liability of just 6 million drams, whereas the additional obligation that should have been recorded was 330 million 267 thousand drams.
