New Change for Medical Services: Electronic Cash Registers to Become Mandatory
It is proposed to amend Article 380.1 of the Tax Code of the Republic of Armenia, which will make it mandatory for organizations and individual entrepreneurs providing medical assistance and services to use electronic cash registers.
It is noted that if the payment is made through payment tools based on payment technologies, having an electronic cash register will also be mandatory in this case.
The draft was presented in the National Assembly for the first reading by Civil Contract faction member Tsovinar Vardanyan. According to the MP, the draft creates an opportunity for citizens to automatically receive an electronic cash register when making payments through payment terminals in medical service-providing organizations.
She pointed out that with this change, first, the accounting of the medical organization will not be burdened in the process of providing the cash register, and second, it will mitigate corruption risks, especially after the implementation of the health insurance mechanism.
According to Vardanyan, private cases will also be reflected in the ArMed unified information network, and there will be no case where the information is not entered into the system after a private payment.
The related rapporteur, Deputy Chairman of the State Revenue Committee Hamlet Sahakyan clarified that the amendment provides for the issuance of cash registers for all medical services, not only for card payments, but also for payments made through terminals.
He added that the cash register will be linked to the ArMed system, and the corresponding registration code of ArMed will also be reflected in the cash register without displaying personal data. According to him, the State Revenue Committee will not have personal data but will only record that the data is registered in the ArMed system.
