Ruben Rubinyan: Under Our Government, We Have First Significantly Reduced Emigration Rates
The statistics on the border crossings of citizens of the Republic of Armenia have been maintained since 2010. Thus, for 16 years, during which 8 were under the rule of the previous government and 8 under ours. This was stated by Deputy Speaker of the National Assembly Ruben Rubinyan on his Facebook page.
“During the 8 years of Serzh Sargsyan’s and the Republican Party's rule, the picture was as follows:
- 2010 → -57,240
- 2011 → -49,126
- 2012 → -47,636
- 2013 → -39,639
- 2014 → -47,074
- 2015 → -47,668
- 2016 → -54,031
- 2017 → -36,201
This means that during those 8 years, each year more citizens left our country than returned, and in total, 378,615 more citizens left Armenia than returned.
The picture under the rule of the Civil Contract party has been as follows:
- 2018 → -4,585
- 2019 → -6,529
- 2020 → +42,786
- 2021 → -73,571
- 2022 → -27,941
- 2023 → -36,512
- 2024 → -14,932
- 2025 → +8,660
The extremely positive figures of 2020 and the extremely negative figures of 2021 are anomalies, as in 2020 many people remained in Armenia due to COVID, while in 2021, following the lifting of restrictions, many left at once. In total, the balance of citizen border crossings during these 8 years is -112,570, which is three times less compared to the years of the previous government.
But there is even better news: In 2025, for the first time, more citizens entered Armenia than left it, with a balance of +8,660. This is the best indicator of immigration.
In general, the most accurate criterion for evaluating the activities of any government is whether citizens want to stay and live in the country, or if they wish to emigrate.
During all the years of Serzh Sargsyan's and the Russian businessman’s family rule, while they spoke grandly about patriotism and national values, they simultaneously increased their family budgets, leaving people desperate to choose the path of emigration.
Under our government, we have first significantly reduced emigration rates, and then ensured immigration. And this cannot be disputed because the facts are stubborn things,” he wrote.
