The Goal of State Governance Reforms is to Achieve a 'Zero Corruption' Policy: Pashinyan

The purpose of the reforms in the state governance system is to have an impeccable official, free from any external influence, within the framework of the 'zero corruption' policy. This was stated by Prime Minister Nikol Pashinyan during the Government's Q&A session in the National Assembly.

According to the Prime Minister, compared to 2017, the revenue part of the state budget has increased by more than 130% by 2025. He noted that expenditures for maintaining the state apparatus in the 2025 budget have been reduced by 4%, which amounts to about 6.5 billion drams.

“In 2025, we have reduced the fund for state apparatus expenditures, including salaries and other costs, by 6.5 billion drams. This has been done under the logic that the state system should independently identify inefficient expenditures, unnecessary positions, and units where public funds are spent,” said the Prime Minister.

Pashinyan added that after the spending cuts, a pilot performance-based remuneration system has been introduced, which is currently in the testing phase and is expected to be legislatively enshrined in the future.

“We are doing this because it is a crucial component of our strategy to strengthen state institutions and statehood in general,” the Prime Minister emphasized.

He highlighted that in accordance with the vision formulated back in 2018, the goal of the authorities is to have an impeccable public official free from any external influence.

“We want to have, in the true sense of the word, an impeccable official who can implement the 'zero corruption' policy. The new system should be based on performance evaluation, and remuneration should be directly linked to the commitments undertaken and the progress of their implementation,” concluded the Prime Minister.
