The acting former director of the HETC emphasized that the meters they installed are designed in such a way that they do not allow tampering and ensure a smooth process. “In the case of these meters, the human factor is excluded because the figures are pulled automatically. If tampering has occurred, then this meter must either be removed or disappear, or it must go to a laboratory, which, by the way, is state-owned, and be recorded there. The number cannot disappear.”
