Dispute over Supplying Two Snowcats to the Ministry of Defense Remains Unresolved
The Ministry of Defense (MoD) had decided to acquire two snowcat vehicles in October 2022. However, the ministry unilaterally terminated the contract, and the dispute has been in court for three years. The MoD is demanding money from the supplying company and the guarantor bank, while the company is contesting the ministry's actions. This was reported by ‘Hetq’.
On October 31, 2022, the Ministry of Defense signed a contract with “Yervada” LLC for the purchase of two high-terrain vehicles (snowcats). These vehicles were to be delivered no later than December 10 of the same year. The parties agreed to organize the delivery of the vehicles about two months late, but on February 16, 2023, the Ministry of Defense unilaterally terminated the contract, leading to the start of court proceedings between the parties.
In the procurement competition for the vehicles, “Yervada” LLC submitted a bid that exceeded the budgeted amount (430,999,584 AMD) offering 519 million 600 thousand AMD for the two snowcats. As the only participant, the company's representatives were invited by the evaluation commission on October 5, 2022, to negotiate for a price reduction. However, prior to this, PRINOTH GMBH informed the company that they would not be able to deliver the two snowcats by December 2022 and would supply them one month later.
