We are investing over $100 million to regulate the healthcare sector, says Prime Minister
Prime Minister Nikol Pashinyan visited the Ministry of Health, where the agency's activity report for 2025 was discussed. Minister of Health Anahit Avanesyan reported that at the end of the year, the process of implementing the Universal Health Insurance system has begun.
In the first phase, the system will include children up to 18 years old, citizens aged 65 and over, citizens with disability groups 1 to 3, individuals with functional limitations, socially disadvantaged groups, and individuals included in the social support system, including families of deceased servicemen, as well as those earning 200,001 drams or more.
It was noted that in the first days of the year, 771 citizens took advantage of the insurance system. For 2025, everything that was planned has been fully implemented: the system has been completely integrated, the regulatory acts have been developed and approved, and the registers of services, medications, and individuals with status have also been confirmed.
Prime Minister Pashinyan emphasized the importance of cashless payments for paid services and noted that it is essential for the healthcare insurance system that no beneficiary should receive any healthcare service that the state is not aware of and cannot track the payment for.
It was highlighted that in 2026, the budget for the healthcare sector will increase to 220 billion drams, compared to 164 billion drams in 2025. “This means we are investing over $100 million to regulate the sector,” the Prime Minister emphasized.
