Zelensky Publishes Complete List of Peace Plan for First Time

The peace plan, which Ukraine, the United States, and Russia have been discussing for two months, contains 20 points. In addition to the main document, there are also separate amendments related to specific sectors, as reported by RBC-Ukraine, referencing Zelensky's meeting with journalists.

Besides the peace plan, the following documents are included:

  • Tripartite document on security guarantees among Ukraine, the USA, and Europe.
  • Bilaterally secured document on Ukraine's security guarantees from the USA.
  • A roadmap for Ukraine’s prosperity concerning restoration and economic development, developed in partnership with the USA, outlining a vision for development until 2040.

The 20-point peace plan for Ukraine includes:

  • Affirmation of Ukraine's sovereignty.
  • A proposal for an unconditional non-aggression pact between Russia and Ukraine.
  • Creation of a monitoring mechanism along the line of contact.
  • Ukraine will receive robust security guarantees.
  • During peacetime, the personnel of Ukraine’s Armed Forces will number 800,000.
  • The USA, NATO, and Europe will provide security guarantees to Ukraine, similar to Article 5.
  • If Russia invades Ukraine, there will be a military response and reinstatement of sanctions.
  • If Ukraine invades Russia or opens fire on Russian territory without provocation, the security guarantees will be nullified.
  • If Russia fires on Ukraine, security guarantees will be activated.
  • A provision for compensation guarantees to the USA has been withdrawn.
  • This agreement does not rule out bilateral security guarantees.
  • In particular, countries in a voluntary coalition may participate in providing security guarantees.

Russia will codify its non-aggression policy towards Europe and Ukraine in all necessary legislative acts.

Ukraine will become an EU member at a certain time and will receive preferential access to the European market.

EU membership is a component of Ukraine's security guarantees, and we wish to ensure the date of accession.

The plan includes a robust global development package for Ukraine, to be outlined in a separate investment agreement, and will include, specifically, a fund for investment development, development of gas infrastructure, reconstruction of territories, and extraction of minerals and natural resources.

To resolve reconstruction issues, several funds will be established. The aim is to raise $800 billion.

Following this agreement, Ukraine will expedite the process of signing a free trade agreement with the United States.

The American position is that they are discussing a free trade agreement with Ukraine and a free trade agreement with Russia.

The status of Ukraine as a nuclear-free zone is also included.

Concerning the Zaporizhzhia Nuclear Power Plant (NPP), no compromises have yet been reached. The USA is proposing joint governance among Ukraine, the USA, and 'the Russians', with each side receiving dividends. The USA suggests a 33%/33%/33% division, with Americans as chief governors. Ukraine's counter-offer is for the Zaporizhzhia NPP to be operated jointly by the USA and Ukraine with a 50/50 division. However, 50% of the produced electricity will reach Ukraine, and the USA will independently decide its distribution. Moreover, the Zaporizhzhia NPP, 'Enerhodar', and the Kakhovka HPP will be demilitarized.

Ukraine and Russia will commit to implement educational programs in schools and the wider society, promoting understanding and tolerance of different cultures and eliminating racism and prejudice. Ukraine will apply EU regulations regarding religious tolerance and the protection of minority languages.

Territorial issues: It is proposed that the troop placement line in Donetsk, Luhansk, Zaporizhzhia, and Kherson regions will act as the de facto recognized line of contact from the date of signing this agreement. For this agreement to take effect, Russia must withdraw its troops from Dnipro, Mykolaiv, Sumy, and Kharkiv regions.

Ukraine's position: As Zelensky explained, Russia wants Ukraine to withdraw from Donetsk region, while the USA proposes a compromise in the form of a free economic zone. If no agreement is reached regarding 'staying', the free economic zone can only be accepted through a referendum. Zelensky noted that the USA desires a referendum, but in his view, the entire document, not just individual issues, should be put to a vote. The referendum requires at least 60 days. We need a true 60-day ceasefire.

After reaching agreements on future territorial arrangements, both Russia and Ukraine must commit not to alter those agreements by force. Russia will not obstruct Ukraine's commercial use of the Dnipro River and the Black Sea.

A separate maritime agreement and access agreement will be signed, which will include freedom of navigation and transport. In this agreement, Kinburn Spit will be demilitarized.

A humanitarian committee will be created to resolve unresolved issues. There will be an organization for prisoner exchanges, returning civilian hostages, including children and political prisoners, as well as addressing the issues and sufferings of conflict victims.

Ukraine must hold elections as soon as possible after the signing of the agreement. This agreement will be legally binding. Its implementation will be overseen and guaranteed by the Peace Council operating under the presidency of Trump. Violations will be subject to sanctions. When all parties agree to this agreement, a complete ceasefire regime will enter into force immediately.
