Wars Typically End in Two Ways, Says Rubio

The U.S. Secretary of State Marco Rubio has stated that wars generally conclude either through the capitulation of one side or through negotiations. He added that there is no expectation of capitulation from either Russia or Ukraine in the near future, making negotiations the only option available.

“Wars typically end in two ways—by one side capitulating to the other or through diplomatic resolution. We don’t foresee any capitulation from either side in the near term, so only a negotiated settlement allows us to end this war.

Negotiated settlements require two things: both sides must gain something from it or concede. We are trying to understand what Russia can offer and what it expects to receive, and what Ukraine can offer and what it expects to gain. Ultimately, the decision will depend on Ukraine and Russia, not the United States. This is the role we are trying to play in this process, and that is why you are seeing so many meetings taking place right now.
