EU Establishes Five Key Security Guarantees for Ukraine

After negotiations in Berlin, European leaders have issued a joint statement outlining security guarantees for Ukraine. The document has been published on the official website of the EU Council.

Specifically, the EU intends to continue providing sustained and substantial support for the construction of Ukraine's military, which is expected to maintain a personnel strength of 800,000 in peacetime. Under Europe's leadership, the ‘Multinational Forces for Ukraine,’ formed within the framework of the so-called ‘Volunteers Coalition,’ will assist in the restoration of Ukraine's armed forces and ensure security both on land and at sea.

Furthermore, EU leaders have proposed the creation of a ceasefire monitoring and verification mechanism, led by the United States and involving the international community, to prevent possible future attacks. The document also includes provisions for investing in 'Ukraine's future prosperity,' including significant resources for the restoration of the country and compensation for damages caused by the use of frozen Russian assets.

European leaders have resolutely supported Ukraine's accession to the EU.
