Health Universal Insurance System to Launch Ahead of Schedule

The Health Universal Insurance system in Armenia will operate earlier than planned, with the respective law coming into effect the day after its signing.

The Minister of Health Anahit Avanesyan presented the package of laws related to the Health Universal Insurance at the second reading in the parliamentary health committee. "We have made a change regarding the effective date of the law. It will come into effect the day after its signing. The first calculation month for the insurance premium payers will be considered November. December is a month with additional calculations for salaries and bonuses, so we have considered November. In other words, the law will come into effect in December, the day after its signing. November will be considered as the base salary calculation month, and the first payment month will be until January 20," said Avanesyan.

The insurance packages will activate from January 1.

The National Assembly had adopted the package of draft laws at the first reading on December 4. According to that draft, the law was supposed to come into effect on January 1, 2026. From 2026, citizens earning over 200,000 drams will be included in the system. The state will also cover individuals under 18 and over 65, individuals aged 18-65 with disabilities, and families with a social insecurity score of 28 or more. Other groups of the population will join the system over the next two years.

The draft received a positive conclusion in the committee for the second reading discussion.
