Council to Appeal the Appellate Administrative Court's Decision on Red Lines

The Appellate Administrative Court has rejected the appeal of the Yerevan City Council, reaffirming that the increase in red line fees was unlawful. This was reported by lawyer Vahe Grigoryan on his Facebook page.

“The case pertains to the unlawfully increased rates set for 2025. I would like to remind that, in collaboration with the Mother Armenia Movement and the namesake faction, we challenged the increases in parking fees for both 2024 and 2025 in Yerevan,” he noted.

Auroranews contacted the Yerevan municipality for further details, where we were informed, “The administrative case No. VD/0796/05/25 was examined in the Administrative Court of the Republic of Armenia at the request of the Mother Armenia faction of the Yerevan City Council against the Yerevan City Council related to the provisions of point 2 of sub-point ‘a’ and ‘b’ of point 27 of the decision No. 265-N, dated December 24, 2024, on setting local fee rates for the community of Yerevan for the year 2025.” The court partially granted the application on May 23, 2025, recognizing the mentioned provisions as invalid in accordance with Article 13, Paragraph 2 of the Law on Local Taxes and Fees and contradicting and invalid according to Article 4, Paragraph 1, Article 6, Paragraph 2, and Article 8 of the Law on the Principles of Administration and Administrative Procedure, while denying the remainder of the application.

An appeal against this decision has been submitted by the Yerevan City Council to the Appellate Administrative Court, which rejected the appeal on December 12, 2025, leaving unchanged the decision of the Administrative Court of the Republic of Armenia dated May 23, 2025.

The decision of the Appellate Administrative Court enters into legal force one month after it is published on the official website of the judiciary, and within the same period, it may be contested in the Court of Cassation of the Republic of Armenia. It has been reported that an appeal will be filed against this decision of the Yerevan City Council to the Court of Cassation within the legally established timeframe.
