Why the Anti-Corruption Committee Fined the Charentsavan Mayor

The Anti-Corruption Committee has taken action against Hakob Shahgaldyan, son of former Kotayk Governor Kavalensko Shahgaldyan, imposing an administrative fine. This was reported by the newspaper Haykakan Zhamanak.

The issue arose from a study of an article by Infocom.am titled 'Charentsavan Municipality Signed a Contract Worth 478 Million Dram with the Governing Faction.' The investigation revealed that on February 5 and September 4, 2025, Hakob Shahgaldyan had signed procurement contracts for construction works with the company 'ASHKAR' LLC, whose executive body and sole owner had personal ties with him—Taron Yepremyan, a member of the same faction in the Charentsavan City Council.

Prior to signing the procurement contract on February 5, Hakob Shahgaldyan failed to present a declaration regarding the signing of the contract to the Committee, thereby allowing a clear violation of the requirements of paragraph 7 of Article 33 of the Law on Public Service, as noted by the newspaper.
