The Effectiveness of Public Administration Depends on Competitive Personnel: Gevorg Papoyan
It is becoming increasingly difficult for state bodies to compete with the private sector for the best personnel and to attract and retain the best employees. This was stated by Minister of Economy Gevorg Papoyan during a panel discussion at the first conference of representatives of state bodies in Armenia, emphasizing that one of the main reasons is salaries.
He specifically noted: “In the end, the victims of all this are the citizens and the state, because in this case, we either cannot make good decisions, or if we do make good decisions, we often cannot implement them well. In other words, the effectiveness of the public administration system depends on modern institutions, relevant functions, and the availability of the best and most competitive personnel serving them.”
Given all this, what are we doing to form a competitive management system that can serve the public interest of the Republic of Armenia to the fullest? Namely, the development of the economy while overcoming the political shaming that exists, especially in countries with young democracies like ours.
