In 2018, the co-chairs of the OSCE Minsk Group presented a negotiation memorandum-proposal to Armenia in Krakow. The Armenian government has published the negotiation documents.

According to the documents, "In order to achieve a peaceful resolution of the Nagorno-Karabakh conflict, it is proposed to sign a statement based on the very principles that have been accepted."

The proposal suggests the return of 7 districts of Azerbaijan (Agdam, Fizuli, Jabrail, Zangilan, Gubatli, Kelbajar, Lachin), except for the Lachin corridor, which ensures the connection between Nagorno-Karabakh and Armenia:

  • The determination of the final legal status of Nagorno-Karabakh through a referendum (which has legally binding force). It is noted that the question or questions posed during the voting should not be limited and can include all options regarding the status.
  • An interim status for Nagorno-Karabakh until the determination of its final status.
  • It was indicated that newcomers would leave the territories of five districts with the assistance of the international community, and Azerbaijan’s civil authorities would enter there when international peacekeeping forces are deployed, and the forces present at that time would be withdrawn.
  • The deployment of OSCE peacekeeping forces (IPKF) and civilian observers along the administrative borders of Nagorno-Karabakh, excluding the parts belonging to the Kelbajar and Lachin regions.
  • The Kelbajar and Lachin regions remain under the transitional permanent monitoring of the OSCE.
  • Until the final determination of Nagorno-Karabakh's status, it should be endowed with an interim status that guarantees its daily livelihood.
