New Criminal Proceedings Initiated Against Gagik Tsarukyan

On October 27, 2025, the prosecutor initiated public criminal proceedings against Gagik Tsarukyan within the framework of a criminal case initiated on June 5, 2024, under part 1 of Article 507 of the Criminal Code (failure to execute a judicial act). This information was reported to CivilNet by the Prosecutor General's Office.

Following a preliminary review of the property belonging to Gagik Tsarukyan conducted by the Department for the Seizure of Illegally Acquired Property of the Prosecutor General's Office, on August 4, 2023, a request was submitted to the Anti-Corruption Court for the application of provisional measures regarding the initiation of a lawsuit for the seizure of illegally acquired property.

In this request, among other things, the Prosecutor's Office asked the court to prohibit Gagik Tsarukyan and his wife from taking any action related to the management of the 98.03 percent stake in the “Gorna Banya Bottling Company” LLC registered in the Republic of Bulgaria. The court granted the Prosecutor's Office's request, prohibiting any actions concerning the management of the indicated stake.

On August 24, 2023, the notification was delivered to Gagik Tsarukyan in person. A request was sent to the competent authority for legal assistance to the Republic of Bulgaria. In response to the request for legal assistance, the Sofia Regional Court provided a ruling stating that the shares of the “Gorna Banya Bottling Company” LLC were sold by Gagik Tsarukyan and his wife through an authorized person for €23 million 850 thousand on March 15, 2024 (ten days before the Prosecutor’s application to the Sofia Regional Court).

This indicates that Gagik Tsarukyan and his wife alienated property whose alienation was prohibited by the decision of the Anti-Corruption Court in case No. HKD/0041/03/23 dated August 10, 2023. A travel ban has been imposed as a preventive measure against Gagik Tsarukyan.
