OSCE Halts Operations at the Request of Azerbaijan and Armenia

The OSCE has officially announced the completion of the Minsk process and the dissolution of all associated structures. This initiative was formalized by the organization's Permanent Council based on a joint request from the foreign ministers of Azerbaijan and Armenia on September 1, 2025.

The request was submitted to the OSCE Chairperson-in-Office following a meeting held in Washington on August 8, attended by the Presidents of Azerbaijan, the Prime Minister of Armenia, and the President of the United States.

According to the adopted decision, effective from September 1, not only is the work of the Minsk process halted, but the mandate of the personal representative of the chairperson-in-office and the High-Level Planning Group are also terminated.

The OSCE Secretariat has been tasked with completing all organizational and technical procedures related to the closure of these entities by December 1, 2025. Furthermore, the decision stipulates that all previously adopted documents within the OSCE regarding the Armenian-Azerbaijani conflict are considered null and void and will no longer be applicable.
