EU Continues Discussions on Use of Frozen Russian Assets

The European Union has directed approximately €187 billion to Ukraine since the onset of the war, announced EU foreign affairs chief Kaia Kallas. At the same time, discussions continue within the EU regarding the utilization of frozen Russian assets to provide new loans to Kyiv.

Moreover, EU Commissioner for Economy Valdis Dombrovskis reminded on November 13 that the EU’s multiannual budget cannot fully meet Ukraine's needs. Between 2026 and 2027, Ukraine will require around €135.7 billion in macro-financial and military assistance.

The Russian Foreign Ministry has stated that Brussels' talks about the use of Russian assets are "far removed from reality" and that the EU is engaged in the "seizure of Russian assets." Previously, EU foreign affairs chief Kaia Kallas announced that pressure must also be applied on Russia to reduce its military capabilities.
