Deputy Minister of Justice on Removing Reference to the Declaration from the Constitution Preamble

The Deputy Minister of Justice, Tigran Dadunts, stated in an interview with Azatutyun that work on the text of the New Constitution is ongoing, but the issue of the Declaration of Independence has not yet been discussed in Council.

According to him, there is currently no proposal at the level of formulations, and the discussion is expected to take place later when the topic is presented to the Council. The Deputy Minister noted that there may be differing opinions in the Council regarding the issue, as it includes experts from various fields. “We will see the results of the discussions,” he added.

When asked what would be the basis for the approach to retaining or removing the reference to the declaration, Dadunts replied that the public stance of the Prime Minister is also important, as the Council was established by the Prime Minister's decision, and the issues he proposes should be discussed.

Dadunts also mentioned that most of the topics are presented to the Council by the Ministry of Justice; however, Council members can also propose questions. “It’s very possible that we will reach that phase, but at this moment, there is no decision,” he said.

According to him, each question in the Council is put to a vote, and the text is approved by the Council. When asked whether the Prime Minister's position would be taken into account during the creation of the text, the Deputy Minister noted that it cannot be ignored since the ministry is part of the executive power. At the same time, he emphasized that if there are other proposals from the Council members, those will also be discussed and put to a vote.
