EU Plan Regarding Ukraine Published; Many Points Considered Unacceptable by Russia

The British newspaper The Telegraph has published the full text of the European Union's plan for the resolution of the Ukraine conflict, prepared in response to a proposition from U.S. President Donald Trump.

It is noted that Russia considers many of the proposed points to be absolutely unacceptable. The European Union has presented the following proposals:

  1. After the cessation of hostilities, measures will be established to ensure sustainable peace and security.
  2. Russia and Ukraine are committed to maintaining a ceasefire in the air, on land, and at sea.
  3. Moscow and Kyiv will immediately begin negotiations regarding third-party control of the ceasefire.
  4. Control of the ceasefire will be conducted by Ukraine's allies, led by the United States, primarily through remote means such as drones and other means.
  5. A mechanism will be established whereby the parties can report ceasefire violations and discuss steps for improving the situation.
  6. Russia will ensure the return of Ukrainian children, with the process being monitored by international partners.
  7. Moscow and Kyiv will conduct a prisoner exchange on the principle of 'all for all,' with Russia also releasing civilians.
  8. Territorial negotiations will be conducted along the current frontline.
  9. Once a stable ceasefire regime is achieved, the conflicting parties will take measures for humanitarian assistance, including allowing family members to travel along the frontline.
  10. Ukraine’s sovereignty will be affirmed, and no one will be obliged to compel Kyiv to maintain neutrality.
  11. Ukraine will receive legally binding security guarantees, including from the United States, based on NATO Article 5.
  12. No restrictions will be imposed on the Ukrainian armed forces and defense industry.
  13. Ukraine's security guarantors will include European and other interested countries, and Kyiv will have the right to deploy allied forces on its territory.
  14. Ukraine's membership in NATO will be possible with the consent of all alliance members.
  15. Ukraine will be accepted into the European Union.
  16. Ukraine will affirm its willingness to remain without nuclear weapons and adhere to the Nuclear Non-Proliferation Treaty.
  17. Territorial issues will be discussed with Russia and resolved after a complete ceasefire.
  18. When territorial issues are agreed upon, Russia and Ukraine are obliged not to change them.
  19. Ukraine will regain control over the Zaporizhzhia Nuclear Power Plant (with U.S. involvement) and the Hanging Tomb.
  20. A mechanism for the transfer of control will be established.
  21. Ukraine will receive unhindered access over the Dnieper River and control over the Kinburn Spit.
  22. Ukraine and its partners will engage in economic cooperation without restrictions.
  23. Ukraine will be fully restored and will receive financial compensation, including at the expense of Russian assets that will remain frozen as long as Russia does not compensate for the damage caused to Ukraine.
  24. Sanctions imposed against Russia since 2014 may be gradually and partially relaxed after achieving sustainable peace, with the possibility of re-imposing them in case of violations of the peace agreement.
  25. Separate negotiations will commence regarding the European security architecture, with the participation of all OSCE member states.
