Trump's Ukraine Peace Plan Released: Details
Ukrainian MP Alexey Goncharenko has published the Ukraine peace plan of U.S. President Donald Trump. The document includes the following main provisions:
Territorial Issues
Crimea, Luhansk, and Donetsk are recognized as de facto territories of Russia. Kherson and Zaporizhia are frozen along the contact line. Ukraine is to withdraw troops from parts of Donetsk region, where a demilitarized buffer zone will be established.
Security and International Status
Ukraine constitutionally enshrines its refusal to join NATO. The alliance legislatively formalizes Ukraine's non-admission. The personnel of the Ukrainian armed forces is limited to 600,000, and the deployment of NATO troops on Ukrainian territory is prohibited. Ukraine ensures its non-nuclear status.
Energy
The Zaporizhia nuclear power plant will operate under the international supervision of the IAEA. The produced electricity will be evenly distributed between Russia and Ukraine (50/50). The U.S. and Ukraine will cooperate on the reconstruction and modernization of gas infrastructure, including pipelines and storage facilities.
Economic Aspects
With the lifting of sanctions, Russia gradually returns to the global economy. Russia is invited to return to the G8. A Ukraine Recovery Fund is created utilizing frozen Russian assets worth 100 billion dollars. The U.S. and Europe will invest in the recovery of Ukraine's infrastructure and economy.
Guarantees and Implementation Monitoring
The U.S. provides security guarantees to Ukraine. A U.S.-Russia working group will be established for the monitoring of the agreement's implementation. Russia enshrines in law its non-aggression policy against Europe and Ukraine. Nuclear non-proliferation treaties are extended.
Humanitarian Issues
A full exchange of prisoners and the return of civilian hostages is to be conducted. Ukraine will hold elections 100 days after the signing of the agreement.
